ICAR Regional Committee Meeting for Zone-IV held at IISR, Lucknow

22nd Meeting of ICAR Regional Committee, Zone-IV was inaugurated on September 5, 2014 at the Indian Institute of Sugarcane Research, Lucknow. Sri Narendra Singh, Minister of Agriculture, Govt of Bihar State was the chief Guest in the Meeting. In his address, he highlighted the progress made by Bihar State and called upon to increase the investment in Agriculture Research & Extension and strengthen research network in Bihar State. He exhorted the scientists and educationists to be quite vigilant and realist in developing plans for the welfare of the small farmers.

Sri P.K. Sahi, Minister of Environment and Forests, Planning and Development and Sri Vaidyanath Sahni, Minister of Animal and Fish Resources, Govt. of Bihar State were the Guest of Honours on this occasion. Sri Sahi highlighted the road map developed for Bihar State and the progress made by the Bihar State in increasing rice productivity. He further emphasized on the quality fodder production and management of animal health. Sri. Sahni praised the role of ICAR for providing a platform were the problems of the States could be discussed for the benefit of farmers.

In his Presidential address, Dr S. Ayyappan, Secretary, DARE and Director General, ICAR said that the region offers tremendous scope and opportunities for multifaceted growth of agriculture sector, including animal husbandry, fisheries, horticulture, sericulture and others. He said that agriculture needs a big push through technological interventions and technology transfer efforts, for which the ICAR is strongly committed. He highlighted that impetus will be imparted for fruits and vegetables, fodder seed production and in developing farm implements in the region. He also highlighted the need for trained manpower and skilled development as well as for strengthening of KVKs. He called upon all the states in the region to encourage agriculture research & education in these lines.

Sri V.N. Garg, IAS, Agriculture Production Commissioner, Govt of Uttar Pradesh emphasized on developing infrastructure in terms of market & agri-business in PP mode, early warning, systems, weather prediction systems and drought management systems. He thanked ICAR for its role in making drought contingent plan and helping UP State in its implementation.

Earlier, Dr S.K. Datta, Deputy Director General (Crop Sciences), ICAR and Nodal Officer, Regional Committee Zone-IV welcomed the dignitaries and participants and highlighted the role of biotechnological interventions in crops and livestock for enhancing productivity in the region.

During the occasion five publications viz., Status of Centre State Coordination in Agricultural Research, Education and Extension published by IVRI, Bareilly; Technorama IISR and Farmers’ Guide to Sugarcane Cultivation by IISR, Lucknow, Potential Agroforestry Systems for Jharkhand by NRC for Agroforestry and KVKs in accelerated growth of agricutlure in Bihar and Jharkhand published by ICAR Zonal Project Directorate (Zone II), Kolkata were also released.

During the inaugural ceremony of the meeting, 17 innovative and progressive farmers of the region viz., Basanti Panna (Chatra), Umeshwar Singh (Saran), Amitabh Anand (Bhagalpur), Ritesh Pandey (Rohtas), Raj Narain Singh (Begusarai), Minu Mehto (Hazaribagh), Dev Narayan Patel (Lucknow), Moinuddin (Barabanki), Sher Singh Yadav (Firozabad), Amar Singh (Bareilly), Satyapal Saini (Saharanpur), Ram Sharan Verma (Barabanki), Ram Prakash Singh (Fatehpur), Lallan Singh (Kanpur Dehat), Yaad Ram Kushwaha (Aligarh), Sudhir Agarwal (Mathura) and Madan Singh (Saharanpur) were honoured with Recognition Award.

The functionaries of agricultural institutions including Assistant Director Generals of ICAR, Vice Chancellors of the State Agricultural Universities, Directors of ICAR research institutes, Deans of SAUs, senior officials of state line departments and progressive farmers from Uttar Pradesh, Bihar and Jharkhand are participating in the two-day (September 5-6, 2014) meeting to discuss the agenda of agricultural development in the region.

Dr R.K. Singh, Director, IVRI, Bareilly and Member Secretary of meeting proposed vote of thanks. He thanked Dr S. Solomon, Director, IISR, Lucknow for hosting the event and providing the infrastructural facility for the meeting. He also thanked DG, ICAR and all other visiting dignitaries, scientists and farmers.
